This paper is IGR's most recent Critical Perspectives of Governance, Vol XIX. The paper explores the possibility of improving political stability and increasing productivity by incentivizing public officials, especially parliament and the judiciary. We draw on examples from multiple countries that have successfully utilized ‘dis/incentives for public sector results’ and held discussions with parliament and the judiciary to distill concrete solutions to overcome institutional underperformance. We also reflected on the governing/opposition party approaches, as well as responses of international development partners in the last 22 years of post-recovery to suggest ways things can improve.
Within this context of declining aid and rising debt, which is thwarting Sierra Leone’s ability to fund needed services and development programs, we call for a deeper reflection on how we can make state institutions better respond to our challenges.
