IGR's Critical Perspectives of Governance Series titled: "Di Hade Pa Di Case" - the Politics and Revenue Failures in Sierra Leone. In this edition, we present two case studies from the 3,400 state-awarded contracts (between 2016 and 2023) we are studying. The aim is to quantify and understand the drivers of revenue failures and the strategies employed by private business elites that weaken integrity systems in the public sector. Our analysis of a toll road contract awarded to the China Railway Seventh Group, as well as a deal for the printing of Sierra Leone's passports between the GoSL and another business entity, reveals a lot about how government officials break their own rules in awarding contracts that primarily favour business elites and not the citizens they are meant to serve. The report concludes with recommendations on the steps the GoSL can take to make state contracts more rewarding and accountable to Sierra Leone.
